The state
government with a view to solving the problems being
faced by NRIs with regard to the Revenue Department,
had decided to appoint NRI nambardars in the villages
having at least 20 families belonging to NRIs. Punjab
Govt. ordered all deputy commissioners to identify
villages with more than 20 NRIs and where a nambardar
could be appointed. These villages will be called
NRI villages.
NRI Nambardars have to
stand as witnesses in every land deal involving an
NRI. The nambardars were to stand surety for the NRIs
whose land was being sold.
More than 3,000 NRIs are caught in land
disputes in Punjab. More than 1,500 cases of cheating
of NRIs were in Doaba courts alone and roughly the
same number of complaints were pending with the police.
NRIs found themselves duped of their
land by clandestine operators who had either prepared
fake powers of attorney or fake identities of NRIs.
NRI Sabha managing director KK Sharma demanded that
the government take the matter more seriously and
get a re-survey done in the Doaba region to identify
NRI villages. NRI sabha estimated that there are more
than 3500 NRI villages
Amarjit Singh Samra Revenue minister,
who recently took stock of the progress of implementation
of the proposal, is believed to have directed the
deputy commissioners to appoint NRI nambardars in
the next three months.
Government of Punjab has amended the
East Punjab Urban Rent Restriction Act making a provision
for NRI owners to get immediate possession of their
tenanted premises like residential buildings, scheduled
buildings and / or non-residential buildings for their
own occupation and use or for the occupation and use
of their dependents who reside with them.
